Forensic Planner

 

Description:

Under the general direction of Forensic Planner / Delay Analyst, this role is responsible for preparing, reviewing, and analyzing Contractors’ Time Impact Analyses, Claims, Counter Claims and assisting with the rebuttal responses. In addition to forensic analysis efforts, this role should be aware of regional scheduling and reporting support and making sure that accurate and timely reporting of claims data.

With experience in the construction field, understanding of construction management and knowledge of the various techniques involved in delay analysis and/or expert reports.

 

TYPICAL DUTIES:

 

· Responsible for the Forensic prepare and assess of Contractor’s claims for extension of time, acceleration, and disruption cost claims.

 

· Perform delay analysis and determine the time impact for each delay event and coordinate with the team to prepare recommendations for EOT claims submitted by the contractor.

 

· Prepare the delay analysis critical path impact schedule in Primavera P6 format.

· Providing Expert Testimony: to provide expert testimony in court or arbitration proceedings, explaining their analysis and findings to the court or tribunal. Their testimony helps the court understand complex financial matters and reach an informed decision.

· Maintain a database and correspondence register required to review Claims.

 

· Coordinate and consult with the rest of the Claims Team to review Claims. With a practical approach to planning & forensic delay analysis.

 

· Possess a good understanding of all stages of a claim from initial forensic and historical analysis to the actual claim stage, and the post claim stage.

 

· Analyze programmes and identify irregularities and discrepancies relating to time, cost, and resources from complex Contractor multischeduled programmes.

 

· Prepare independent schedule impact analysis of complex claims and assist in the drafting of counterclaims against the Contractor's extensions of time claims.

 

KNOWLEDGE AND ABILITIES:

 

· Knowledge of: principles and practices of project controls for a large-scale construction project and ability to carry out cost, schedule, and risk analysis. Must be a self-starter attitude with proactive, results-oriented focus. Proven accuracy, reliability, and completeness in job accomplishment. Effective oral and written communication skills.

 

· Knowledge of; forensic delay analysis methodologies for complex construction projects’ claims management and support, construction adjudication process, and construction contracts.

 

· Ability to write project reports (Arabic and English). Must be able to interface with a variety of people with different technical levels and educational backgrounds; must be detail-oriented and highly organized; and must be able to produce accurate and timely results while maintaining a customer-service attitude.

 

REQUIRED QUALIFICATIONS:

· Bachelor of Science in Engineering or Construction Science/Management.

· Advanced working knowledge of a variety of planning software (i.e.: Primavera P6).

· Minimum 10 years' experience, 5 years of which should be a Forensic Planner with engineering consultancy or project management consultancy.

· Experience in performing delay analyses.

· Experience with analyzing, reviewing schedules and time impact analyses, and good negotiations skills.

· Ability to produce oral and written English communication and presentations to clients and other stakeholders.

· Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc.

· Good knowledge in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills.
